The entire hook references 8 of the National Panhellenic Council or "Divine 9" fraternities and sororities, all of whom typically put on struts, hops, and steps. All of these organizations are present at Chicago State University, from where Kanye West dropped out and gave us the title of his debut album.
It's possible that Kanye West, in typical Kanye fashion, mentions all of these organizations somewhat flippantly; West obviously didn't find college to be extremely important, but members of Black Greek Letter Organizations tend to be prominent and popular members of collegiate communities, especially predominately black colleges like Chicago State. Arguably, mentioning these organizations is Kanye's way of acknowledging his alienation from college life, and his disregard for things that to him seem important only in the context of a university.
